Breastfeeding in Public

The purpose of this policy is to provide support for mothers who wish to breastfeed their babies in the Cape Vincent Community Library.
The Cape Vincent Community Library aims to provide a welcoming environment where breastfeeding mothers may feel comfortable and relaxed when using the library. Staff members will support the needs of any mother who wishes to breastfeed on these premises. The library staff will not ask the breastfeeding mother to stop or move to another area if we receive complaints from other library users. Staff and concerned patrons should be informed that breastfeeding is protected by civil rights law, NY CLS Civ R 79-e (Article & Miscellaneous Provisions).
1994 NY ALS 98; 1994 NY LAWS 98; 1994 NYSN 3999 79-e Right to Breast Feed. Notwithstanding any other provision of law, a mother may breastfeed her baby in any location, public or private, where the mother is otherwise authorized to be, irrespective of whether or not the nipple of the mother’s breast is covered during or incidental to the breastfeeding.
Responsibility: Library staff will oversee and enforce the breastfeeding in public policy.

Breastfeeding in the Workplace

In compliance of Labor Law, Article 7, Section 206-c, as enacted by A.B. 1060, L. 2007, and Section 4207 of the Patient Protection and Affordable Care Act, Public Law 111-148, The Cape Vincent Community Library will provide “reasonable break time for an employee to express milk for her nursing child for one year after the child’s birth each time such employee has need to express the milk.” The library will provide ‘a place other than a bathroom that is shielded from view and free from intrusion from coworkers and the public, which may be used by an employee to express breast milk.’ The library will not discriminate against an employee exercising this right.
